THE MEMPHIS PRODUCTION CASH REFUND INCENTIVE
FOR MEMPHIS FILMMAKERS ONLY

to encourage local independent production and the hiring of local crew, cast, and vendors, the City-funded Memphis Production Incentive was created several years ago by The Memphis & Shelby County Film and Television Commission/Foundation. Unexpected recovery funds have opened it once again to all filmmakers who live within Memphis City limits. Awards will be determined by a vote of the Board of The Memphis & Shelby County Film and Television Commission/Foundation.

To receive 30% cash refund (up to $15,000) of your documented expenses within the City limits, the successful applicant must:
1)    Leave a minimum of $20,000 spend within the City.
2)    Spend no more than $150,000 total for pre-production, production, and post-production, that is to say --the total budget must be no greater than $150,000.
3)    Must provide the required documentation that 70% of the total hired CAST reside within the City limits.
4)    Must provide the required documentation that 70% of the total hired CREW reside within the City limits.
5)    Must provide the required documentation that 70% of the total hired VENDORS have business addresses within the City limits.
6)    Must film 70% of total LOCATIONS with addresses within the City limits.

To count, the 70% CREW and CAST must be documented by current TN Drivers’ Licenses or state-issued IDs to be collected at the time of hiring. To count, the 70% VENDORS and LOCATIONS must be documented by current internet addresses.

IMPORTANT: Persons applying for the Memphis Production Incentive must provide proof of Memphis residency in the form of at least ONE of the following: 

a current, permanent Tennessee driver’s license or state issued identification (ID Only)

current vehicle registration

current utility bill (within the last 30 days)

AND at least TWO of the following:

          mortgage papers or lease agreement in applicant's name

          address section of federal tax return or tax bill for residence

          recent bank or credit union statement in applicant's name

          voter's registration carD

NOTES:   Diversity among applicants, crew, cast, and vendors is strongly encouraged.
Applicants producing these genres may apply: short films, music videos, documentaries, features, webisodes, scripted television,TV pilots.
Cash refunds will be awarded only after an independent audit paid for by grant funds.
